Konstantin Svitnev: 'IVF in Russia should be free of charge' General Manager of Rosjurconsulting Konstantin Svitnev was invited as an expert to the popular Russian talk show "Pravo Golosa" aired on October 18, 2012. The topic was the demographic situation in Russia. Mr. Svitnev stated the necessity for 100% public funding of at least three IVF programs for every Russian citizen under the age of 42 who is willing to have kids. 'Public funding of ART will be one of the most effective means to overcome the demographic crisis giving the country at least 100,000 additional births a year,' said Svitnev. Konstantin Svitnev also noted the inadmissibility of the situation when abortions are compensated from the Compulsory Health Insurance Fund.
